Global Covenant of Mayors for Climate and Energy
Welcome to the Oceania Secretariat of the Global Covenant of Mayors for Climate & Energy (GCoM), the world’s largest city climate alliance of 13,500 + cities in 147 countries, representing 1.2 billion people, sharing goals for an action-oriented approach to climate change for the transition to low-emission and resilient societies.
Cities committed to the GCoM share a long-term vision of supporting voluntary action to combat climate change by reporting pledges to reduce local greenhouse gas emissions, enhance resilience to climate change and access to affordable energy, and track their progress transparently.
Co‑chaired by Michael R. Bloomberg, the GCoM is governed by a Board representing nine regions, including Oceania, represented by Lord Mayor Nicholas Reece.
Please consider joining this important alliance to help advocate for global and national climate action. Use the extensive resources available within the priority GCoM sector initiatives or from the local and international program partners. Now is the time to act.
Cities Race to Resilience
The Race to Resilience is a global campaign to rally leadership and support from cities, regions, businesses and investors to help frontline communities build resilience and adapt to the impacts of climate change. The Race to Resilience aims to catalyse action by non-state actors to build the resilience of 4 billion people from vulnerable groups and communities to climate risks.
The Cities Race to Resilience is one of the initiatives under the Race to Resilience campaign, focused on driving cities to join and pledge their commitment to the global fight against climate change. The Cities Race to Resilience offers cities themselves the unique opportunity to showcase action and drive ambition, according to their own contextually relevant local landscape.
Local government is invited to take this crucial step, be a catalyst for change, and join the Race to Resilience to demonstrate your commitment in being part of the most decisive year in climate action history.
The Oceania Pilot of the GCoM Climate Innovation Readiness Navigator

The refined Climate Innovation Readiness Navigator (CIRN) tool and user guide are now available for further local government testing and ground-truthing across the Oceania region, with specific adaptations for Pacific Island contexts, including the integration of traditional knowledge systems and the accommodation of Small Island Developing State constraints. We encourage cities and towns across Oceania to download the tool (see below) and register to participate in the wider assessment project across 2026.
Australian Local Governments Climate Review

Well into the critical decade for climate action, the ambition of local governments across Australia towards significant emissions reduction in their communities, make them the perfect partner, to deliver a national net zero target well before 2050.
The 2024 Local Government Review shows that Councils’ emissions targets have the potential of meeting 29% of Australia’s current emission reductions planned by 2035!
