We are proud to introduce the dedicated members of the 2024-2027 ICLEI Oceania Regional Executive Committee (RexCom). These esteemed individuals are committed to steering ICLEI towards a more sustainable future.
The RexCom plays a vital role in our governance structure, offering high-level strategic leadership and direction to our activities. Comprising political leaders from our Member municipalities within the Oceania region, each RexCom Member serves as the voice of local and regional governments on various platforms and addresses critical sustainability issues. They also actively support the implementation of the ICLEI Strategic Plan, driving positive local change.

Cr Dr Elizabeth Adamczyk
An urban cultural geographer and educator in planning and urban governance, Cr Adamczyk is a second-term Newcastle City Councillor with a passion for sustainable urban futures. Her expertise spans strategic climate leadership, urban systems, and the practical application of nature-based solutions in shaping resilient cities.
Cr Adamczyk brings deep insight into just transitions for evolving cities on the path to net-zero, combining academic rigour with hands-on governance experience. Her ability to bridge policy, ecology, and community needs makes her a vital voice in advancing equitable and sustainable urban development. Cr Adamczyk’s vision and leadership underscore the critical role local governments play in driving transformative climate action and creating thriving, low-carbon cities.

Tevita G Boseiwaqa
With 31 years of distinguished service in the Fiji Public Service and rising to the level of Permanent Secretary, Chair Tevita brings a wealth of governance and leadership experience to his role. His deep understanding of the Pacific region, rural entrepreneurship, and sustainable agricultural systems has been instrumental in shaping resilient food systems and community development.
Recognized for his expertise, Chair Tevita was appointed Director of the FAO-affiliated intergovernmental organisation, the Centre for Integrated Rural Development for Asia and the Pacific (CIRDAP). His extensive experience ensures a strong, informed voice in fostering policies that empower rural communities and strengthen food security.

Mayor Moira Were
Mayor Moira Were is a dedicated advocate for climate action, driving innovative circular economy and low-emissions initiatives that have set benchmarks across Australia. Under her leadership, the City of Onkaparinga declared a Climate Emergency and achieved significant progress in waste recovery, coastal resilience, and emissions reduction, pioneering solutions that other states have since adopted.
Recognised for her outstanding contributions with an Order of Australia (OAM) in 2019, Mayor Were brings a powerful blend of policy leadership, community engagement, and practical sustainability expertise to ICLEI’s Global Executive Committee. Her relentless commitment to climate justice and scalable local action reinforces ICLEI’s mission to empower cities in the transition to a just, net-zero future.

Mayor Aruea Kaintikuaba
Councillor for Tearinibai community at Eutan Town Council and Mayor for North Tarawa, she has a passion for education and economic development and expertise in working in international development, especially labour mobility schemes such as the Pacific Labour Mobility Scheme between Kiribati and Australia with the Ministry of Employment and Human Resources.

Lord Mayor Anna Reynolds
Councillor Anna Reynolds was elected Lord Mayor of Hobart in 2018. She takes pride in working with communities to create a city that is inclusive, resilient, future-focused and economically thriving. Cr Reynolds has had an impressive career working around Australia in a number of roles in public policy and advocacy, and in the management of teams and organisations. She has worked in local, national, and international government agencies and community organisations.
Cr Reynolds has provided policy leadership to divest Council funds away from banks with fossil fuel investments, to declare a climate emergency, and support a net zero by 2030 target. Her mayoral priorities include supporting environmental and sustainability initiatives in the city, including greening, waste and public transport initiatives under the Sustainable Hobart Action Plan. Cr Reynolds is a board member of the Global Covenant of Mayors on Climate and Energy.
ICLEI Oceania is going through a period of change, and I would like to continue to assist it to grow as an important policy and advocacy organisation in the Oceania region. The need for ICLEI is more important than ever before for its member organisations. I would like to continue helping ICLEI to lead national discussions on climate change policy. I also bring experience in working in and managing international teams and building the capacity of people from a range of cultures at different stages in their careers.”

The ICLEI Oceania Regional Executive Committee also benefits from two distinguished former local government leaders and sustainability champions, HY William Chan and Nuatali Nelmes, who serve as strategic advisers to the ICLEI Oceania RexCom. Both William and Nuatali bring significant expertise in public diplomacy, urban futures, and the importance of multi-level partnerships across institutions, universities, and the not-for-profit sector.
